No one is discussing this kind of enforcement, so let's not start scaremongering. The enforcement discussion has centered on trying to discourage parking in bike lanes. And the discussion has been about signage and markings, not ticketing.
New York is New York, a good thing in a lot of ways, but a terrible thing in a lot of others, including lousy policing.
