There are a large number of zoning and licensing issues currently on the table in the neighborhood.
At the November 8, 2012 meeting of the North End / Waterfront Residents’ Association, co-chair of NEWRA’s Zoning, Licensing and Construction (ZLC) committee, David Kubiak, distributed a report and provided a preview of pending applications. These items are summarized below.
Alcohol License Transfer at Marco’s
Massimo Tiberi is purchasing Marco’s Restaurant on the second floor of 253 Hanover Street and plans to rename it “Aria Trattoria LLC.” The former General Manager of Tresca Restaurant at 233 Hanover Street has applied for a transfer of its Marco’s existing beer, wine and cordials license.
Building and zoning relief requests
78-80 Salem Street, Chris Young, is looking to add a 2nd floor to the existing one-story restaurant property, “Trattoria Pulcinella.” The expansion of the restaurant will also require seating capacity change to the current beer, wine and cordials license.
93 Endicott Street, Jose Faria, is looking to construct a roof deck for private use.
50 Snowhill Street, David Thyresson intends to expand the existing head house on the roof of the single-family building. This application was previously supported by the Neighborhood Council, NEWNC, with the consent of abutters. See the video presentation.
7 Baldwin Place, Anthony Bova – A zoning application is outstanding regarding a request to add a one-story addition to the building, up to 55 feet. NEWRA’s previous support was conditioned on the property owner alleviating the concerns of an abutter on Noyes Place. To date, this has not occurred and NEWRA sent a letter rescinding its support. An October 23, 2012 Board of Appeal hearing was continued for the second time at the request of the property owner.
North Bennet Street School
150 North Street, Miquel Gomez-Ibanez, President – A public meeting was held in the North End on October 1, 2012 to change the legal use of the properties for the trade and vocational school. In addition, the two buildings will be connected with a 2-story structure, entering on North Street. The existing height of the buildings is not expected to change. It was announced at the NEWRA meeting that NBSS has not approached the group for review since an August 2012 update. A Board of Appeal hearing is scheduled for November 13, 2012.
One Canal Project and the Supermarket
Nothing new to report on the long-awaited supermarket in the Bulfinch Triangle. The developer, Trinity Financial, has yet to sign-up a supermarket chain as required by the Boston Redevelopment Authority.
Parcel 9 Development Project Down to 2 Bidders
The Massachusetts Department of Transportation, MassDOT, has asked for best and final offers from two bidders by November 16, 2012. See a full update.
- Haymarket Square Hotel (Normandy Partners) – 180-room hotel with 2-story public winter garden, a ground market, pushcart and retail space, top floor restaurant and rooftop garden. (Presentation & Video)
- Blackstone Market (Cresset & DeNormandie) – 50 rental housing units at North Street with three large restaurants on second floor, a first floor market and a green roof/agricultural center. (Presentation & Video)
Downtown Waterfront Municipal Harbor Plan Renewal and Greenway District Zoning
A consultant is currently being selected by the Boston Redevelopment Authority for the upcoming planning and development of a new waterfront plan for the downtown area (Long Wharf to Moakley Bridge). At the same time, the entire Greenway corridor may be re-zoned using the guidelines established by the Greenway District Planning Study. Public meetings are expected to be part of the process. (Ed: I wonder if they’ll consider houseboats!)
