Notices have been going out from Boston Water and Sewer Commission (BWSC) regarding upcoming sewer work in the North End / Waterfront.
Work to begin in the next few days (Phase I: Combined Sewer Cleaning and Inspection; Phase II: Combined Sewer Lining)

- Hull Street from Hull Street to Snow Hill Street
- North Hudson Street from Hull Street to Snow Hill Street
Work to begin in the next few weeks:
- Charter Street from Commercial Street to Foster Street
- Copp’s Hill Terrance from Charter Street to End
- Henchman Street from Charter Street to Commercial Street
The Boston Water and Sewer Commission (BWSC) will be making improvements to the combined sewer system on your street to provide better service. This letter is to notify you that the contractor anticipates commencing rehabilitation of the existing combined sewer system in your neighborhood in the near future. The work will be performed in phases and a delay between the phases is anticipated. The project information pertinent to you is listed below.
The contractor will begin the cleaning of the combined sewer and investigating active combined sewer connections. Internal inspection and dye testing of your building may be necessary. Once the initial investigation phase is complete, the contractor must order the liner and will take several weeks to fabricate. Additional notices will be provided. The contractor will distribute two separate notice letters — I week and 48 hours prior to commencing the sewer lining portion of the work. If there are any changes, a third notice will be distributed 24 hours in advance. This work is weather dependent. Because of the technology being used, your sanitary lateral will be blocked during the installation of the liner for an estimated time of 10 hours. As a result we are requesting that you minimize your water usage. We will commence the sewer lining during non-peak hours.
We further request that you inspect your existing sewer cleanout cap, basement fixture and floor drains prior to our sewer lining. Please ensure the cap is secure and that all floor drain traps have water. The lining process will create an odor from the resin used. In the event that you smell any odors in your building, immediately contact the field personnel or BWSC’s emergency number at 617-989-7000. Open your windows to ventilate. Please keep this notice until the work is complete.
Some temporary minor modifications to traffic patterns and parking will be necessary during this process. Boston Police Officers will be present during construction to facilitate safe pedestrian and vehicular access.
